Cummins Engineering Corporation (CEC) is a civil engineering and surveying firm in Springfield, Illinois. Founded in 1998, CEC has been building relationships with our clients - IDOT, Counties, Cities, Villages and Townships throughout Illinois. We also work with contractors and team with other engineering firms.

Cummins Engineering Corporation (CEC) was founded by Michael D. Cummins, P.E., S.E., in 1998. After 17 years working in the private sector, Mr. Cummins instituted the core values that CEC continues to follow today, to deliver innovative solutions on projects that are on-time and on-budget, and to grow a CEC Team that is experienced, detailed and practical. Mr. Cummins built lasting relationships with valued clients and his staff by successfully completing road and bridge projects with dedication to delivering the client’s vision on various IDOT districts, county highway departments and others.

In 2013, Kimberly Cummins, P.E. joined CEC after a 16 year career with IDOT.  Having spent years in two bureaus, Program Development as a designer and Local Roads and Streets as a Field Engineer, Ms. Cummins was able to compliment the achievements and relationships already started by Mr. Cummins.

2015 was a pivotal year, as Ms. Cummins became majority owner and CEC also proudly announced the acquisition of Michael E. Rapier Surveying, Inc (RSI).  Both CEC and RSI were founded in 1998 by Michael D. Cummins and Michael E. Rapier, respectively, and both ‘Mikes’ had enjoyed over 28 years of working together.

In 2023, Kim Cummins became sole-owner of CEC. CEC subsequently received certification as a Disadvantaged Business Enterprise (DBE) by the Illinois Department of Transportation.

Kim Cummins, P.E.

CEO & President

Kim is a graduate of the University of Illinois at Urbana-Champaign, with a BS in Civil Engineering, and is a licensed Professional Engineer in Illinois with 25 years of industry experience.

After a 16-year career with the Illinois Department of Transportation, District 6, Kim joined CEC as Vice President in 2013, managing projects and assisting with the daily operations of the firm. In 2015, Kim became majority owner and CEO. She became the sole owner of CEC in 2022. As CEO and President, she continues to build on CEC’s long-standing reputation for quality service and dedication to delivering the client’s needs. Kim is proud of the CEC team!

Kim enjoys serving the communities that she was raised in, where she serves on several different boards. She is a board member for the Civil & Environmental Engineering Alumni Association (CEEAA) for the University of Illinois @ Urbana-Champaign, and for the local Engineer in the Classroom (EITC) committee. Kim also serves on the advisory board of her daughter’s grade school as Vice-President. Outside of work, Kim and her husband, Michael, enjoy spending time with their family, including their two daughters at home, three sons, three grandsons and three dogs. The pups, a lab and two French bulldogs, are frequently seen at the office! Kim also enjoys golfing and singing in the church choir.
